PSE calls fine for Greenwood explosion 'disappointing and excessive'

SEATTLE – Puget Sound Energy said Tuesday that the suggested fine for its role in March’s Greenwood natural-gas explosion was “disappointing and excessive.”

The Utilities and Transportation Commission filed a complaint against the utility, citing 17 violations of pipeline safety regulations and recommending a $3.2 million penalty.

The explosion injured nine firefighters and caused extensive property damage.

PSE argued that the system was “damaged by individuals in a space not intended for human activity.”

UTC found the same thing, but said that when the service line was found abandoned in 2004, 'PSE failed to properly disconnect and seal the line, allowing it to remain in service for nearly 12 years without proper oversight.”
