Puyallup spends $7,000 on boulders to deter homeless people

The City of Puyallup says $7,000 worth of landscaping rocks were meant to protect damaged vegetation. Many locals argue that?s a flat-out lie?and that the rocks were placed to deter homeless people from camping there.
