Inslee: Counties must now fail 2 metrics, not just 1, to move back to Phase 2 in Washington

Gov. Jay Inslee on Friday said counties would now have to fail both case counts and hospitalizations - not just one or the other - in order to move back to Phase 2 of the state's Healthy Washington plan.
