Congress holds power over daylight saving time, but no change yet

As Americans spring forward, efforts to end the twice-yearly clock change remain stalled in Congress. Lawmakers control time policy under federal law, but proposals to make daylight saving time permanent or adjust the system have yet to gain final approval.
