A witness stopped a terrifying kidnapping attempt in Parkland, leading to a repeat offender's arrest. Pierce County deputies arrested 29-year-old Randy Smith, who recently served prison time for attacking the same victim. Authorities say he previously attacked her with a hammer just last month.
