Mount Vernon mayor urges residents to stay off levees as Skagit River levels rise

Mount Vernon Mayor Peter Donovan says the city is as prepared as possible for a potentially historic Skagit River flood, with downtown floodwalls deployed and Level 3 evacuation orders in place.
