Sex offender accused of exposing himself to boy at State Fair



PUYALLUP -- A 39-year-old registered a sex offender from Seattle has been arrested at the Washington State Fair at Puyallup for allegedly exposing himself to a teenage boy in a restroom.

The incident occurred at about 5:30 p.m. Wednesday in a men’s restroom near the Red Gate Entrance. A teenage boy said the sex offender, David Lee Titus, walked into the restroom and stood at the urinal next to him. The boy told police he felt like Titus was watching him urinate and asked Titus was he was doing.

The man did not respond and continued on with his business, police said.  But then the boy said he saw the man masturbating and he alerted other people in the restroom.

At that point, the man ran out of the restroom.

The boy notified security at the fair and, within five minutes, Titus was arrested near the Coca Cola stage in the middle of the fairgrounds.

Titus was booked into the Pierce County Jail on suspicion of one count of felony voyeurism, indecent exposure and disorderly conduct.

In the 1980s and '90s, Titus was convicted of communicating with a minor for immoral purposes and indecent liberties. He is a registered Level 2 sex offender.
