Neighbors recall hearing shots when man was killed near Everett park

The search is on to find whoever shot and killed a man in Everett Monday night in a neighborhood near Senator Henry M. Jackson Park.

Police say the shots were reported at around 11:30 p.m. and neighbors say they saw the victim, a man in his 50s, on the ground behind a group of houses near 19th Street and Highland Avenue. 

Some of the neighbors who have homes connected to a nearby alley told FOX 13 they heard two-to-three shots, which was followed by a massive police response.

"There was tape all along the road right there and lots of lights," said Hillary Phouivanhny, who lives near Senator Henry M. Jackson Park.   

She says her son was the first in her family to see police rushing into the neighborhood Monday night.

"We didn’t hear any gun. My son didn’t hear anything. Nobody heard anything, and we have five people in the house," said Hillary. 

Her home sits more than a block away from where other neighbors believe the shooting happened.  

Those that live closer to the shooting location told FOX 13 that they sounded as if they were coming from the corner of the back alley, accessible off of 19th. That alley is pictured below:

Another neighbor told us off camera that he saw the victim on the ground in an area of the alley.  

"It’s unfortunate. It really is," said Hillary. 

Many of the neighbors that we talked to who heard the shots said that they thought they were leftover fireworks from the recent New Year's celebrations, until they saw the body and police arrived.   

Hillary says the park and surrounding area have been the focus of shooting investigations before.

"It’s a nice area. It's just, it's not a nice area on top of it," said Hillary.

Hillary showed FOX 13 pictures of another fatal shooting investigation near the park on November 26, 2023, where she estimated that around 50 rounds were fired in the area of the park as the family hid.

Everett Police are investigating a fatal shooting at Henry M. Jackson Park early Sunday morning.

"We have PTSD from it still," said Hillary. "We were hiding in the stairwell because we didn’t know where to hide." 

 FOX 13 also reported on a shooting at the park in September 2022 in which a witness reported seeing a young man walk up to a teen to shoot him near the playground at the park. 

"They put up the gate last August and crime has reduced," she said. 

Hillary hopes the city does something to make the park and surrounding neighborhood safer.

"We need more police presence," said Hillary.
