WSP plane tracks down fugitive wanted in Tacoma carjacking, Kitsap County park shooting

The Washington State Patrol ‘Smokey 4’ plane was on patrol on August 10th when the pilot spotted a Gray 2013 Chrysler 300 driving erratically Northbound on I-5 from Pierce County to King County at speeds of up to 116 mph.

A patrol unit attempted to stop the car with two people inside in King County but the driver, later identified as 18-year-old Bishop Slaughter, took off and drove along S. 320th St in Federal Way near the Commons.  The driver continued on and eventually pulled into the back parking lot of motel in Fife at 12:13 a.m. on August 11th.

A trooper approached the Chrysler, but the driver refused to stop and fled to Tacoma.

The driver got out near a residence in the 2100 block of Sheridan Ave, took off on foot, climbed several chain link fences and broke into a home on Cushman Ave through the back door.  A resident inside had no idea someone else was in the home with them until responding officers knocked on the door and notified them.

After making sure the homeowner was safe, troopers brought in a Tacoma PD K9 and warned Slaughter to come outside.  He emerged from the house and was taken into custody.  Troopers say his eyes were water and blood shot, and they could smell a heavy odor of marijuana coming from his body.   A driver's check through WSP Communications showed he had multiple felony warrants out of multiple counties, and a suspended license in the third degree.

Troopers detained a woman who was in the car with him who was the registered owner of the vehicle.

Pierce County Prosecutors have charged Slaughter with Attempting to Elude a Pursuing Police Vehicle, DUI, Criminal Trespass in the First Degree, Reckless Driving.  He was already wanted in Pierce County for Robbery 1st Degree as well as for a probation violation after a conviction for Robbery 2nd Degree.  Additionally, he had a felony warrant in Kitsap County for Assault 1st Degree.

He is being held on $75,000 bail.

On April 19, deputies say the 18-year-old carjacked a 55-year-old woman in the parking lot of a thrift store on 72nd Street East in Tacoma, by throwing her to the ground and stealing her 2009 Chevy Traverse.

The woman told investigators she suffered pain in her torso when he attacked her. She believes he was armed with a gun, as she saw a bulge in his pants pocket.

Her car was later recovered with his fingerprints inside, along with an empty pistol-caliber magazine. Deputies say he was also seen driving the stolen car and the victim picked his photo out of a photo montage.

At the time of the carjacking, Slaughter was already on probation supervision for first-degree attempted robbery.

He is also wanted by Kitsap County Sheriff’s detectives, suspected of firing shots into a crowded Horseshoe Lake Park on June 7 after a fight.

Two other suspects, Brandon Allen and Kalfani Whomes, are in custody. They were arrested in Gig Harbor on June 28. They are accused of firing random shots at the park, causing about 100 park goers to take cover.
