Kent mayor says NWS alert worsened panic during levee breach

Kent Mayor Dana Ralph says a National Weather Service flash flood warning issued during the Desimone levee breach sowed panic, clogged roads and slowed repair efforts, arguing the alert overstated the immediate risk.
