Everett officer, Snohomish County deputy fatally shoot DV suspect

A multi-agency investigation is underway after a Saturday shooting involving an Everett Police officer and a Snohomish County deputy.

Everett Police Department (EPD) said the incident happened sometime early Saturday morning at a residence near the corner of 91st Pl. SW and Sharon Dr.

According to the Skagit-Island Multiple Agency Response Team, at about 11:30 p.m. Friday, officers responded to the address to a report of a domestic violence victim with visible injuries. 

The suspect was identified as 58-year-old Charles Hubbard, who was "known to have both rifles and handguns in the past."

With that knowledge, EPD tried to call him out to the street. They said he was looking out the window but not responding to their commands, so the SWAT team was called in.  At one point, the man stuck a gun out the window.

The man left the house and went into the backyard. Five SWAT team members entered the backyard and gave him commands. It's unclear exactly what those commands were, but it ended with two SWAT members shooting the man.

It's unclear if the man fired at police first or if he was holding a gun.

One of those SWAT members was Everett Police Officer Wintch, with seven years of service. The other was Snohomish County Sheriff's Deputy Bittinger, with nine years of service.

The man died at the scene. No law enforcement officers were injured. 

Per state law, the investigation was turned over from the EPD to an Independent Investigative Team with detectives from Skagit and Island Counties to avoid a conflict of interest. Both officers are on paid administrative leave for the investigation.
